In 1999 the state government appointed GSHCL, as the contractor to supply vegetables to government institutions like hospitals, prisons, Apna Ghar etc. The supply of vegetables to these institutions was at competitive rates, much lesser than the market rate. As the demand increased it was decided by the corporation to introduce more commodities in this system. Lately, even coconuts have been made available at all the outlets across Goa. However, few years later the government decided to expand the scope of the corporation and thus in order to break the monopoly of local vegetable vendors, the corporation started supplying fresh vegetables to the people from four outlets located at Panaji market, Althino, Tonca and one at Verna IDC. Out of four outlets three outlets received good response which then encouraged the corporation to start more such outlets across Goa

The outlets which were only 60 in 2007-08 began to double every year even as the outlets began to bloom all across Goa. Presently GSHCL has altogether 1300+ outlets across Goa which sells vegetables for the corporation.
